Persistent orchestrates Oracle-to-Snowflake data migration for a leading claims management firm, delivering faster insights, improved compliance and sensitive data protection.
In the high-stakes claims management industry, the ability to transform raw data into actionable risk insights is a critical competitive differentiator. To maintain this edge, organizations must balance the demand for rapid, real-time service with the stringent necessity of data privacy and regulatory compliance.
Faced with a legacy architecture that was increasingly slow to scale and difficult to govern, a leading claims management organization sought to modernize its entire data estate. It partnered with Persistent to move beyond limitations of the traditional stack to build a governed, cloud-native foundation on the Snowflake AI Data Cloud.
Legacy Architecture Limiting Scale, Speed and Governance
The client’s existing analytics ecosystem was built on a traditional on‑premises data warehouse with tightly coupled, PL/SQL‑based ETL processes and a .NET-driven reporting layer. While functional, this environment struggled to keep pace with evolving business demands, resulting in:
- Scalability and performance bottlenecks: As data volumes grew beyond 15 TB, scalability and performance bottlenecks emerged, and query performance and insights lagged
- High manual effort: Maintaining and testing data pipelines was manual, reducing engineering productivity and increasing the risk of errors
- Limited governance and data protection automation: The teams manually managed sensitive PII across environments
- Inflexible architecture: It was difficult to onboard new subject areas, such as Disability and RiskTech or support near real-time analytics use cases
The client recognized that incremental fixes would not cut it. It needed a modern, cloud-native foundation to support future growth, advanced analytics and AI-driven use cases.
Modern, Cloud-Native Platform on Snowflake
Persistent partnered closely with the client to design and implement a modern data platform on Snowflake that balanced scalability, automation and enterprise-grade governance.
Data Migration with Zero Business Disruption: Snowflake enabled a seamless transition from legacy systems to a modern data platform without impacting day-to-day operations. Leveraging AWS DMS and AWS Glue, Persistent continuously migrated data from Oracle into a Snowflake-ready architecture, supporting both one-time and incremental loads. This ensured uninterrupted access to data while laying the groundwork for scalable, cloud-native analytics on Snowflake.
Near Real-Time Insights: Persistent deployed Snowpipe, Snowflake’s native continuous ingestion service, to load data directly from the enterprise data lake into Snowflake to support time-sensitive claims operations. This significantly reduced data latency and ensured that the client’s analytics teams and business users always worked with the most current data — a critical capability for faster, more informed claims decisions.
Governance and Security Built-in: Snowflake’s native security and governance capabilities formed the backbone of the client’s data protection strategy. Dynamic data masking and role-based access controls in Snowflake ensured sensitive PII was consistently protected in production and UAT environments. This was complemented by Dataguise for non-production environments and Collibra for enterprise-wide data governance and cataloging — all anchored by Snowflake as the system of record.
A Resilient, Automated Data Foundation on Snowflake: Designed around Snowflake’s elastic architecture, Persistent built data pipelines that were resilient, repeatable and automation-first. Pipelines could run multiple times a day to safeguard against failures and data loss, while Persistent’s automated testing frameworks ensured ongoing data accuracy, reliability and trust at scale.
From Operational Constraints to Data-Driven Leadership
Persistent transformed the client’s data infrastructure, enabling a level of performance and security that was previously lacking. We delivered:
- 100% increase in scalability, leveraging Snowflake’s elastic compute to handle diverse workloads without performance degradation.
- 60% reduction in manual testing effort through automation, freeing engineering teams to focus on innovation rather than maintenance.
- Improved data protection and compliance, with sensitive information consistently masked across non-production and production environments.
- Higher data accuracy and trust, minimizing human error and enabling a single, reliable source of truth for analytics.
- Faster, data-driven decision-making, empowering business and claims teams with timely insights critical to operational efficiency.
By moving from a rigid legacy platform to a modern, Snowflake-powered data ecosystem, Persistent helped the client transform how it uses data — shifting from reactive reporting to proactive, insight-driven operations. The new foundation not only addresses current performance and governance challenges but also enables future innovation across advanced analytics, AI and expanded subject areas.
