A publicly verifiable blockchain can be used to bring in transparency, accountability and enforcement of service delivery guarantees into the functioning of government. It can also make government services and data resilient against insider fraud.
We built a prototype using the Factom blockchain platform that demonstrates this value that blockchain brings. This prototype captures a provable record of the entire citizen and government service workflow onto the blockchain and allows both citizens as well as third party auditors to independently verify the accuracy and integrity of the transactions and the data. It also allows for an efficient enforcement of service delivery guarantees through an immutable audit trail.
